Indy sleeves

Hi I'm about to buy a wested jacket and i don't want to ruin it. I'd like to know the sleeve length (to my wrist?, where my thumb start?).
They make the jacket with the exacts measurements that I send It' s that right? So I have to add the extra inches that i want?
